There are two good news and a bad news...

(g) Printing company offers us their expressed schedule, and our final camera-ready deadline (no more extension) is extended to 14:59 August 23 (UTC).
As a consequence, the deadline of early-bird registration is also extended to 14:59 August 23 (UTC).

(b) We are sorry, but the setup of registration site is so delayed and we are very upset. It will open in the next week.

Registration system finally opens! Please also read "Instructions for Authors". Sorry for our delayed schedule.

Thanks to printing company, Final Paper deadline is extended to 14:59 August 23 (UTC), but it is final and we have no margin for further extensions.

Again and again, please make sure that you are using A4-sized, genuine IEEE template. So many letter-sized manuscripts have been submitted for the initial review, but they are unacceptable for Final Paper.

Accepted authors need to complete their registrations by the deadline of Early-bird registrations.
When the final camera-ready manuscripts are not submitted by the deadline, the accepted papers will not be published in GCCE2012 official proceedings.
When any author doesn't make the Early-bird registration by the deadline, the accepted papers will be not published in the official proceedings, too.
